Here's what I understand to be the situation. Complicated and really pretty dull. You have been warned

To the best of my knowledge:
Ducati never published an owner's manual that was SOLELY for the w/c 250. They did for the 350, but even then only for the Scrambler. But not so for the w/c 250.
Instead they published a manual that covered both the 250 and the 350 (and eventually, the 450 too).
The first FULL version of this appeared in 1970 and looked like this:
Before 1970, they published a confusing series of what were entitled "Annexes". Again, these covered both the 250 and the 350 models that were in production at the time of publishing. They came out in May 1968, June 1968 and 1969. Here's the May 1968 version:
These Annexes contain little of much use: a photo of each model, followed by a page of "Main Distinctive specifications", a page with basic timing, ignition and carb info and, for some reason unknown, a schematic drawing of the gear ratios.
They were meant to be read in conjunction with a particular version of the full owners' manual. The May 1968 example above, for example, was intended as an annexe to the 350 Scrambler owner's handbook. Same for the June 1968 Annexe. Dunno about the 1969 version, but probably the same.
HTH - if you've managed to get this far ....
