It's the abbreviation for the then Italian inspection agency for motor transport, the Ispettorato Generale della Motorizzazione (Civile e dei Trasporti in Concessione).
Was superseded in October 1967 by the DGM = Direzione Generale per la Motorizzazione (Civile e dei Trasporti in Concessione).

Ok, what does CEV stand for ? I know it is a company, and not an agency, but it is a TLA non the less.

Costruzioni Elettromeccaniche Venegonesi.
The company was originally set up by the Pagani brothers, Ecolo and Eugenio, at Via Varesina 124, Milan in 1906. Originally, it specialised in making batteries and later on in lighting, and didn't trade under the CEV name at that time (see below). Here's a photo of the factory in the '30s:

In 1937, a new factory was built outside Milan, near Varese at Vengeno Superiore - hence the "Venegonesi" in the new trading name, CEV. The company also switched to making lighting, instruments and switches, first for the aeronautical industry, but increasingly for the growing two-wheeler market.
The marque is now owned by ZADI.

CEAT is an abbreviation for Cavi Elettrici e Affini Torino (Electrical Cables and Allied Products of Turin) Founded in Italy as CEAT Tyres by Virginio Bruni Tedeschi, It was sold to Pirelli in the 70's
