250 rear shock rubber

Hi
I have 3 sets of narrowcast rear shocks. One set is the longer set for a Mach 1/Mk3 with exposed springs (305mm between centres).
Should there be a bumper rubber at the top of the piston shaft? My shorter sets have on, but not the longer set - on the right of the attached photo.
