Valve Cover "Rubber"

Folks,
What is the purpose of the rubber "bar" held within the valve cover? It appears to rest/rub on the rocker.

When I dismantled the bike, one of the rubber bars had a notch cut into it. I don't remember if it was intake or exhaust. I've since lost, and now purchased a new rubber piece. The new piece does not have the notch.

Do all bikes have the notch?

What is the purpose of the notch?

It's just an oil splash guard,no notch
1966 250 Scrambler
