If you're satisfied that they're clean, no need to remove. The retaining clip can be extremely difficult to remove, usually requires grinding a notch in the tube to get under the clip in order to remove it. Matt

They look clean. Are they supposed to be free to jiggle or wedged?

The balls should be free to move in the valve. On compression, the balls are forced out of the ports by the damping oil and offer little compression damping. On rebound, the balls block the ports and most of the damping oil is routed through the damper rod to effect some rebound damping. Matt
