UB24 choke slide

Quick question guys, Looking at a diagram of the UB24 the choke slide appears to be sprung down (shut).... is that correct so you open the choke to run...ie: its on anyway and you manually lift it to run...or am i missing the obvious here ? :D

I don't have a UB24, but a "tight wire off, slack wire on" choke control was typical.
Later carbs don't really have a choke, although that's what we call the enricheners, for old time's sake.
