Steering Stem

Does anyone have a solid steering stem on their single without the hole for the friction damper. My '71 W/C Scrambler was found this way and I'm wondering if it was home made since the fork tubes were bent when I found it. The original stem could have been bent in a collision and replaced. I don't find any need for the damper and it seems to work fine.

All the ones I've seen were hollow tube
