Well, 'upon further review', my first look at the cam carrier wasn't accurate, so I thought I should clear it up for anyone reading this in the future. I thought there was a gap around the 10x10 stub at the end of the cam, but it turns out that it's a closer to a slip fit- barely any gap. I pulled the bearing out and measured the cam and cap- here's the drawing:

I thought oil was gushing around the stub and running through the open bearing, but it's not. The oil entry to the cam carrier is the black circle, and the cavity that it fills is red. So cutting off the stub to sink the bearing in would be a bad idea- the cavity would get bigger, and the sealed bearing wouldn't make much difference in the amount of oil flowing into the cam.
I'll probably end up modifying a 250 cam to 175/200 dimensions, and will make a drawing for anyone else in need of a 175/250 cam.
