You don't know what you can achieve until you try, I'm sure with the right kit and a bit of practice, you would succeed.
As a good machinist friend of mine would say, make one, throw it under the bench, then make one properly . I have been there quite a few times over the years.

My problem is in getting the precision required. My basic hacksaw and filing techniques are more of forestry/bush engineer quality, rather than machine shop/tool maker standard!

Believe me, I have spent many hours just hacksawing and filing trying to get my technique half decent, but .......
