EU VAT and shipping to the USA

What I've found on the web is a little confusing concerning the EU VAT- it appears that items sent outside of EU countries are exempt from pay the VAT, but, some European suppliers have an 'EU' price and a lower 'outside of the EU' price, others give a price but state something like ' + 20% VAT' , like Menani:

Others, like Classic Ducati, state:
"N.B. the prices given are the price you pay - there is no addition for VAT!"
My question is, should buyers in the USA, or anywhere outside of the EU, be charges the 20% VAT? If Classic Ducati doesn't add anything for VAT, are they charging buyers in the USA a 'built in' 20% VAT that isn't required?
I'm not trying to damage any foreign economies- just want to know if I should be asking businesses in EU countries to deduct the VAT for orders sent to me in the USA.
