Kickstart shaft shims

Can someone confirm that there are two shims on the inside of the Kick start shaft between the crankcase and the kick start gear? My engine has neither and the gear has milled away the crank case. The parts book is not explicitly clear, but it looks like there are two shims between the case and the gear - 0747. 07. 126 and 0400. 16. 280. I don't know why two should be needed, but....

One shim on the inside the other the outside. Another slightly ambiguous parts drawing!
