forks identification

Hi experts,
a pal from Finland asked me via another forum to post here some fotos of a front fork he found. He believes it to be a Ducati NC version, but is unsure, and I am as well.
Hub width between the legs is 130mm. No year of mfg. is stamped at the known location. He has no further parts. Any ideas/comments?
