If the wire/lead tag is still intact on one of the sump screws then the cases have never been opened.
If you have access to an air impact gun, it’s pretty easy to disassemble the engine. Following the proper disassembly procedure will save you a lot of grief. If you do proceed yourself, start on this forum before disassembling anything. There are a number of procedures that make disassembly easier that do not appear in any manual.
You can disassemble the cylinder head yourself if you’re prepared to improvise a few tools. Expect to send the head out to replace valve guides and cut the seats. What else you can expect to replace depends on how well the engine was maintained while it was running (especially oil changes) and whether it has suffered corrosion internally due to sitting unused for so long.
I would completely disassemble before any cleaning/blasting.
To reassemble or if any cam drive shimming is necessary, some special tools are necessary and/or will avoid a lot of frustration. Also, fabricate yourself an engine stand.

I looked for the wire/lead tag but its not there. I get the feeling it has been pulled apart before. It was a 'not quite running' project when I first bought it back in 85.

Not sure about this seal tag thing on singles, I have bought (many years ago) two new widecase singles and neither has a tag on them?
