Narrowcase head bearings

Fitted my forks back into the 175TS frame this afternoon. I bought new races and a bag of balls. The parts book says 24 balls top & bottom but I had room for 25. Seems to turn nicely, but should there be a gap? I've got to partially strip down again anyway as the bar clamps should have gone on before the top nut and damper knob.

I was always taught to fill the race with as many balls as it would take with the cone seated, and then take one out.

Thanks both. Folks in VMCC concur so looks like I need to drop the forks out again. Yet another opportunity to damage the new paint!
