Scrambler Valve Timing

Hi all, this has been covered before but I can't find my specific issue.

I have completely rebuilt by 250 Narrowcase Scrambler engine and I'm having problems with the cam timing. The inlet seems to open around 90 degrees before TDC rather than the stock 32.

Obviously all the bevel drive gears have been apart and I've realigned them so all dots line up, including the crank dot, bottom bevels, top bevels and timing/oil pump gears.

What am I doing wrong?

I should add that the rockers have winkel caps and not adjusters, and I have shimmed these to the correct clearance.

What is the best method/figures for checking valve timing once the clearances are already set?

the only way to properly time the camshaft is to take readings from opening and closing from exhaust and intake

that is the only way to see where your camshaft is in relation to the crankshaft .
