I have used various methods, mostly involving much experimentation and clocking! The easiest was to hold/pull the swinging arm up against a long 90 degree "vee" resting against the outside of the tube/tubes, with a combination of a clamps holding everything to the the machine and against the "vee". The Machine Spindle was set true to the "vee" and then central to the hole once the swinging arm was mounted. One side was bored then the arm switched around and the other side bored. Principle being the outside of the tube may not be perfectly true, but it will sit in exactly the same position as long as it rests on the same areas. Seemed to work well enough for me, that's not to say there wasn't a lot of measurement and checking before I actually took a cut!
