Tacho drive

I'm working on the drive of the tacho, but does anyone know if the shims in the picture are properly seated? I took them out this way, but I am not sure it is the correct way. Shouldn't there be a shim at the red arrow?

I'm sorry I don't know the real answer, but I think:
- If the driven gear is turned by the driving gear in such a way that the thrust is towards the existing shim, a shim at the other end is not needed.
- Removing excess play might improve tacho needle stability.
