Replace Clutch Plates?

The steel plates of my clutch have burrs (see photo).
To me, they feel a bit loose on the center hub, but all the wear seems to be in the plates as the center hub is clean with no ridges worn in. Strangely, the friction plates are in great condition and total thickness of the clutch matches the starting spec of 27mm, nowhere near the wear limit of 25mm. I'm doing a total rebuild of the engine and want it to run properly with no clutch issues. Should I go ahead replace the clutch plates, or just clean off the burrs? Is there a limit to the amount of play between the steel plates and hub? Seems like there would be no way to measure the rotational movement, it would just be a guess. Am I risking doing damage to the center hub?
