Well, it has finally stopped raining enough that I could go for a test ride on my backroad route of 4 miles. I fixed the timing misalignment, which improved the general running. Reset pulser ring with degree wheel at 38 degrees. Here's the jetting on the 930 Premier MK1 carb:
Needle in middle position.
1 ring (#15) Pilot Jet
230 Main Jet
106 Needle Jet
#3 Slide

Thank you John for your starting and tuning suggestions – 3-4 kicks and I'm in business.
I adjusted the mixture screw and throttle stop to get 1500 rpm idle. Very confusing with the Amal Premier Concentric – it has a pilot jet separate from the mixture screw, yet all instructions are for adjusting the mixture and throttle stop screws, not the pilot jet. After wild experiments with turning the pilot jet in and out (runaway rpm's vs not running), I set the pilot jet all the way in and left it there. Then I was able to set idle. Test ride still exhibited fine low speed running but missing/dying above 4500 rpm. Seemed like it was starving.
More reading....then checked the float height. Didn't think I needed to, because this is a new carb. Well, it was quite low. Set it at 0.04” below lip of bowl. Test ride, all issues solved! I was running out of gas. It may still be a little lean approaching max rpm, because it seems to run out of speed...but that could be my heft on a little 250 haha... Plug is dark, but not sooty, but that was checking after a short idle after the ride. What fun this is to ride – with the hot cam it is pretty wild!
Again, thank you all, this has been a 10+ year saga and I'll be happy to post pictures etc. of what I did in a separate thread.

Had you been trying to adjust the pilot jet by screwing it in or out?
I think it looks more like it should be always tightened all the way in.

Hello all,
Beautiful day here, and got a 50 mile ride in. No problems at all. Still working our some issues with the electric speedo sensor calibration, but after fix, did get up to 70 mph. As previously said, at WOT, plug is black but not sooty, so jets are not too lean. Handling is superb - no problem riding no-hands; in fact needed, with the aged wrists and clip-ons I have hahaha. That's with the standard fork and recommended oil, and Marzocchi AG Strada shocks.
I'll be posting pictures under "10+ year saga" thread.
