Well, as an update, I have been out for a ride with the new 5DP7 needle and 182-02 jet, and the bike started and ran perfectly straight away. The mixture is slightly rich, but less than it was with the 5F21 and 169-02 combo.

So, if anyone is contemplating a 28mm Mikuni, there are two choices of jets and needles to start with. I do not think now that the problems that I had off-idle were because the slide cutaway was too large, but because the needle was too large low down, causing a weak mixture, these carbs are really affected by the needle adjustment clip, and it is worth trying different settings.

There is an old and proven aid to knowing what area of an Amal type carb (includes Mikuni & Dell'Orto) needs tuning attention.
It is simply to place marks on the twistgrip assembly.
One on the stationary housing, and five on the twistgrip handle, to make four divisions from fully closed to fully open.
They give defined opening ranges that could help narrow down options.
For example, if it's running well until half throttle, the jet needle is the suspect, either needing a change of position or a different needle.
