Thanks for the advice, washing soda it is.
I have a small fuel pump I could rig up to get the trapped fluid out, good tip.
Looked at the tank today after a phosphoric acid wash and rinse, I can already see some dry rust appearing even though I hot air dried the tank.
Next step electrolysis.
