Number of Shift Drum Rollers

I am closing the cases on a 250 narrow case single and suspect that I don't have the recommended number of rollers on the shift drum. The motor I am trying to bring back to life has 13 rollers that only complete about 3/4 of the drum circumference. A parts engine I also have had 15 rollers. What is the recommended number?

The parts book calls out 15 rollers
1966 250 Scrambler
1970 450 Jupiter
