short fiberglass rear 'fender'?

Does anyone know who sells those short fiberglass 'splash' guards that fit across the narrowcase frame ahead of the rear wheel?

Have you looked at Syd's Cycles online catalog, they offer a fibreglass singles stoneguard that may be what you're looking for
