While you have the fork legs out check that they are not slightly bent, or that they have been bent and have been straightened?

I was always taught to fill the race with as many balls as it would take with the cone seated, and then take one out.

Brian,
Yes, I shorten the bronze bush by about 3.5mm to allow fittment of a 3mm deep steel body single lip oil seal in the bored out boss.
