rospo, if you're in or near Christchurch, there was one in a shop window that was for sale. It was a hunting/fishing shop. I talked to them quite a bit about it. The guy had 2 or 3 of them I think. Ok, looks like it is homemade bar stock, instead of tube. So how do your steering head bearings work? The tube has threaded portions top and bottom to tighten up the inner race. You don't have taper bearings hiding in there somewhere do you?
